@ffilchtaeh You go to the first animation slide and knock off the "eye" in the layer you do not want to see. As you add more layers, all the animation slides before the newest slide automatically put the new layer into their animations. If you have any other questions, just ask :)

For the second frame how do you change it to an entirely different picture? ie) open eyes to closed eyes but a different image entirely not a edited one I dunno how to explain it though please help I have a deadline to make a blinking image for friends

What I said in the video with the "eyes" shows what layer shows up in that selected frame, uncheck some of them and they'll disapear not like deleting them they just won't show for that frame.

I'm not sure on what you're trying to do by replacing the image, once you have a copy of the layer you can copy and image, or place an image on that layer. I don't have photoshop access right now because my computer with photoshop is down right now and I'm awaiting on a new motherboard and graphics card.
