It is basiclly "Military" law when the military take over a government or the leader of a government descides to use the military to make their control stronger.
Or if you actually refer to the show, it was when Colonel Tigh assumes control of the military after Adama is shot and while Roslin is in Galactica's brig, and he dissolves the Quorum of Twelve and declares martial law. It essentially meant that the government was in control and had no say over the affairs of the fleet.

"Martial law is the system of rules that takes effect when the military takes control of the normal administration of justice."
This is not always used as a power play. It can be used to apply some form of order in a war torn part of the world (Where you have troops).

Or if you actually refer to the show, it was when Colonel Tigh assumes control of the military after Adama is shot and while Roslin is in Galactica's brig, and he dissolves the Quorum of Twelve and declares martial law. It essentially meant that the government was in control and had no say over the affairs of the fleet.
