Sounds like a perfect bureaucrat. It seems like everytime an area of the country that is self sufficient, like the Midwest, the people build the sand dikes for floods and clean up places after tornadoes. What the federal government does is come in with private companies and dump millions if not billions of dollars into the coffers of mega-corps. GOOD WORK FEMA. /s
