Wars make more money than anything. 1st world countries need hot zones to keep military plants working, etc. As for taxpayers, government doesn't spend as much as they say!
The point of war is to get your way. If they wanted more money war isn't a good way to get it since you spend lots of that tax money during the war. What you said makes no sense.
If U.S. or RUSSIA wanted to clear out Iraq, or chechnya, or Afganistan, they could do it in a month, but they keep stetching time, asking for more money, writing off even more, while letting weapon dealers sell to enemies, so they would actualy have somebody to fight against(LORD OF WAR).
Perhaps you have realized now how a economy works. If you are fighting a war you pay money to you military industries to build weapons, making jobs at home. Also those business pay some of that money back as taxes. Economies are a big loop and need cash flow.

Точно не помню что имел в виду. Но хотя бы то, что сами фермеры не производят герыч. Они поставляют сырье на хим предприятия.
Ну и то что он в первую очередь для России - неправда. Европа и США потребляют их героин в не меньшей степени.
