Just dont understand some rules used in this match. Why Billy has the ball in defense after the ball went of the table from his snake shot?

@Sapekcz According to the p4p rules, the player gets possession off the ball after it went off the table, who has not scored the last goal. It doesn´t matter who had possession of the ball before it went off.
Bill got the extra shot because of an technical foul against Jamal, which was given for complaining too much.

Can someone please explain what happened in this vid? Why the foul, and why the extra shot? These are certainly not ITSF rules.
