What's wrong with it? The fact is it is the most used browser followed by firefox.

Another thing is, he is not making the website for himself but for users, so he has to use IE as well to make sure that most users will be able to view the site.

It's only the most used because it comes shipped with every PC. That means that the n00bs get it too, and they think IE is the ONLY way to see the net. :)
