It maybe is the electrons (heat atoms) given off by the soldering iorn which when water is boiled, it bubbles and junps around. So the electrons are maybe jumping around near the "whistle chip" (the metal disc that the sound comes from) and vibrating it.

If it gives it off then yes, but not everything gives off the current.
