Stirling engines rely on a difference in temperatures. They would still need an additional source of heat to operate to create that temperature difference.

The idea is it uses heat as fuel and blows cold air to cool you down.

Heat pumps can make that source for practically nothing.
I know I heard of recent work in Japan were the pumps could reach an COP of 10 -12.
