Oh, let me guess, reviewers didn't like old Cole because he wasn't your typical, pretty-boy hero pepped up on ambition, justice and joy. There's nothing wrong with a somewhat grumpy, even apathetic main character. I actually really liked Cole because of that, and it's exactly the things that MAKE him the 'everyman' character SP were shooting for.

It's not that anyone really liked InFamous 1 Cole. It's just that the E3 Cole(the one with hair) came across as the kind of person you would think is a jerk if you met him in real life. So when you first see him, you get all these "douchbag alert" alarm bells going off in your head and you reject him. But as it can be seen in lots of other people's comments, once you've had some time to accept him the E3 Cole looks sick, and many fans prefer him over the bald Cole.
