I had to look this up to find out what makes panels drop. The dice blocks only roll 1 through 9. The panels that collapse match Dice Block numbers (e.g. rolling a 1 breaks the 1 panel).

For those of you who do not understand this mini-game listen up! The player (Yoshi) plays with 8 computer players. They all choose their space (1-9). Then they roll a dice block and every number that any of the players' hit will fall! It repeats until one person (or nobody) is left standing!

after you choose a panel the rest of the panels will be occupied by other players/ dummies

when a box appears above the player's head, MAKE SURE YOU STOP AT THE NUMBER OF THE PANEL YOU ARE STANDING ON!!!!!!

this will go on until one player or none is left in this minigame.............

@DarkTiger83 Sure. There are 9 spaces and you pick one. Bowser and 4 random characters join, too. Then, each player rolls a die and whatever numbers are on all dies will be the spaces that drop. I've never unlocked it, but it sure looks fun.

For all 9 to fall at the same time, order doesn't matter; each number just has to appear exactly once. If we look at each die one at a time, the first one can be any number (9/9), the second can be any number except the one chosen the first time (8/9), the third number has to be distinct from the first 2 (7/9), and so on until the last one (1/9), This = 8!/9^9. which is ~1/1000, not 1/9^9.
