Lol comparing this to Scott Redding??!!. When Scott drags his elbow its to prevent the bike from losing grip at severe lean angles. This guy is making a slow turn hanging off to the extreme and still managing to provide shit throttle control on the exit. See all those guys in a big bunch on the left? IT almost looks like he was trying really hard to drag knee and in doing so, his other foot slipped. Dragging knee is not important. I never drag. It's just an indicator. At most, it should only be one but cheek and body positioning is more focused on the upper body being out, not lower body.
