You do not get eletricuted but if you were in a bath tub you would because the drain is the way your house is grounded and your feet are by it so you get shocked but in situation like this they probably have rubber boots in so they are a terrible ground source

Most current flows through the bulb which has a much lower resistance than water, ESPECIALLY if the water is distilled water. That's why it doesn't shock you.

Screwing the bulb in is incidental! Sticking the socket in the water is what would get you. Low voltage is good. demineralized water would be safer, it doesn't conduct electricity at all. LPS 3 spray does this as well.

Get a "clamp lamp" from ACE hardware and take the reflector off. There's your socket.
