Yes it is. UT3 has gone multi-platform as well. All custom figures for UT3 can be found & downloaded on their forums (PC, PS3 & Xbox 360).

Probably not atm, all mods have to be pre-approved by M$, it would require player interest. Rumors are already surfacing of M$ allowing the Master Chief and Gears of War models, but atm nothing user made can be downloaded in live without pre-authorization. A serious flaw in the M$ policy which screws us all.
