In regards to Missouri, my husband & I used to travel and work some in Missouri in the mid 90's. It was quite common to see the highway patrol with cars pulled over and everything out of the car on the ground and searching the car and contents. We also traveled TX, OK, CO, NE, and KS. It was obvious that MO was much more aggressive in that area. Truthfully, it was scary and that was over 10 years ago.
