I don't think they intentionally choose only Koreans. Based on what I've seen so far, Korean participants have been way better than non-Koreans as the standard of selection seems to be extremely high and technical.

But your opinion turns out to be right since the judges are Koreans, and they seem to be able to judge well only Korean songs, it is a huge disadvantage for non-Korean singers. This show need to have international judges for non-Koreans.
