Well, Cloud and Tifa knew one and other as children, they weren't friends, Tifa was the popular girl and Cloud was a bit of an outcast, and so like all the boys in the village Cloud had a crush on her, one night he called her out to a well in their town and told her he wanted to be a SOLDIER, and so, she "strong armed" him into promising that if he became a famous SOLDIER he would come and rescue her if she was in danger. He reluctantly agreed

After 7 years they finally met again, and Tifa persuaded him into joining up with a resistance group her friend Barret had set up, their plan was to destroy Shinra, at a cost he agreed to help. Through their missions he one day fell into Aerith's church, they spoke, she flirted and in the end he promised to be her body guard, at a price, and that was 1 date, their promise made, Cloud escorted Aerith home as she was being persued by Shinra rats the Turks.

Uh, basically as time passes, he gets closer to each girl, occasionally bringing up his promise to be Aeriths bodyguard etc, having some deep conversations, it was all very sweet. One night Aerith runs away from them, being an Ancient she is the only one who can stop Meteor, which was summoned by Sephy, that night Cloud dreams of her, he tries to chase her but can't seem to move, when trying to find her he is drawn to one area because he knows she there he can "feel it in his soul!"

Of course, they eventually catch up to her, Cloud is being lost in himself fighting with the jenova cells trying to control him as he raises his sword to Aerith, only to regain control and he calmly watches as she prays for their saviour, Holy. Until Sephiroth swoops down and Stabs her, killing her, cloud catches her, holding her close to his body, he shakes and cries, asking what about his pain, what about THEM, how he'll never hear her laugh or cry and get angry, very upsetting :/

so he carefully lifts up her body and lets her go in the waters of the forrest, placing his hand over himself as she slowly fades.

half a disc later, he gets uuuh mako poisoning and is in a catotonic state, Tifa and him fall into the lifestream and she finds "him" they have a very sweet moment together, Cloud telling her that he always watched her and he just wanted to be close to her etc they both swim out of the lifestream holding hands

uhm, a while later, before the final battle, Cloud and Tifa spend a night together under the Highwind alone, they talk, expresing their feelings about everything and about each other (although it is an optional scene, depending on how you treat Tifa through out the game the dialogue is different, in one version he is very unresponsive "..." and others he talks with her) and in the morning they wake up and Tifa is resting her head on Clouds shoulder, they then fight

In the end, Cloud says he is fighting for a "personal reason" then later saying he wants to unfreeze Aeriths smile, THAT'S why they are fighting.

Once Sephy is defeated, Cloud is wrapped in the lifestream, and a hand reaches out to him, it's Aerith! and so, he reaches back, they are so close until he is drawn back to reality, it is Tifa, he saves her from falling and while hanging from a rock together he tells her that he "Can meet HER there, the promised land" her being Aerith. WELL THATS ALL!

lol she was involved with Zack in he events before FFVII, but it was just a light taste of first love.

After FFVII and her death she has an extremely strong desire to meet the real him and know him, she finds out who he truly is an comes to love him more, she had already developed strong feelings for him during the game but even now she consides Cloud her beloved,or lover whichever is the correct translation.

And Cloud and Tifa? well who knows lol, it can be argued.
