It's a random drop in the PVP Worlds. It's rare and you can also buy in G.E, but it cost a lot, so if your serious about pking, and you have the extra money to burn then go buy it.

P.S. Corrupt Dragon items req 60 attack, just like regular Dragon items in members, but there is no special attack.
