Against most charge charaters, yes. That's how Ken plays online. And it makes sense. It's such a high reward / low risk move against a character like Chun. A whiffed DP.. what can Chun do? A throw or a crouching roundhouse. (again, ONLINE) On the other hand dragon punch will do way more damage and keep the game at Ken's pace by discouraging Chun's move. it becomes a risk worth taking.
Almost all Kens I see online jump around like poodles and spam DP, DP, then EX DP. :)
