Why does the guy on the Coast Guard have to know English? He's in his country after all. The one who needed to know the language in this case was the English one. After all, if a German boat sinks in the US coast, does the Coast Guard speak any German? I don't think so.

@Unzenhoff My logic goes in this way: The ad tries to convince you that you need English, that if you don't speak English something can happen to you... in this case nothing happened to him, he didn't even realized what's going on, that's what I mean. Maybe if the German was the one in the ship and they sink because his communication is not effective, I would think the ad makes sense. This is the kind of thing you can explain better face to face, sharing a coffee or something like that :-P
whats funny is that my grandma is german and she talks like that and when i showed this to her she thought it made perfect sense that he was asking what they were "sinking" about XD

No no, sorry. One thing is an accent, another one is lacking basic sounds of the language. "TH" in English is a sound that does not necessarily exist in other languages (especially latin ones...) still it can and MUST be learned.
Well, I go to University and I know plenty of International Students. Japanese though, have an accent but not as bad as Chinese students!
