Ok. From what I've been able to gather, Xion is the 'clone' of Sora created by Xemnas as a backup in case the actual Sora proved useless in the Org's schemes. However, she (Xion) is cloned from Sora's memories, and at the time Xion was created, Sora's clearest memories were of Kairi, so Xion resembles her most. Being essentially composed of memories, she appears different to whoever's looking; Saix sees just a hooded doll, Roxas at one point sees Sora, and Xaldin sees Ven.
