Hit the floor tom with the tip on the skin a hair before the shaft hits the rim. Like a quick flam between the tip and the shaft, nearly at the same time. Do it lightly at first. It should still pop up. it just has to be even. I mess it up all the time as it is a bit of a hit or miss thing....

Eventually you can lay into it harder and get it going real high.....
