Yes, you can if you want to dish out thousands of dollars over 3 years, go ahead. Or, you can get a very basic plan whilst doing pay as you go. 200 dollars should last about a year if your set your plan up according to your usage.

Hey, I have a question about my iPhone 4. I have a 500MB data plan; so far, I've sent 810KB of data, and received 7.8MB of data. So of my 500MB, have I used 7.8MB, 810KB, or both combined? I would like to know, because if received data doesn't count, then I don't have to be as careful. Thanks.

@TheZandy20 I would guess that internet would be included in the iPhone plan. You won't be able to get a subsidized price for the iphone without signing for a voice and data plan.
