@corwinorr On Wikipedia, it says that Genndy Tartakovsky (Dexter's creator) was a college-mate of Craig McCracken. Don't forget that he also directed some of the Powerpuff Girls episodes. Around the time McCracken was working on this short, Tartakovsky also made a short that would inspire Dexter's Lab. Maybe that's why Utonium resembles Dexter in this short.
