Level 53 is the maximum you can recieve in Notr by killing every npc and monster before entering chapter 6. You will be level 53 after killing undead dragon and the 3 orcs near him

yes, maybe... level 70 is just IMPOSSIBLE no matter what you do, you can't reach level 70. even if you done every single quest even if you pickpocket everyone in chapter 5 even if you kill all monsters in chapter 5 in all worlds you still can't reach level 70.
