I love this scene! It was very well animated, and this scene bears deep meaning of the crisis. Especially when the Rebellion forces accomplish without actually trying to kill anyone.

Apparently, the director for Jin Roh (Hiroyuki Okiura) played a big part in this sequence, as well as the opening credits to Cowboy Bebop: The Movie.

I'm usually not good for picking out animators, but Okiura is an interest of mine, and quite distinctive besides.
That is to say, I'm pretty sure he animated all of this sequence besides the first two and last shots.

@geebee2501 Supposedly he is directing a 'family-oriented modern fantasy' film, but I haven't heard any news on that since August 2008.
The last animation I saw of his was in The Sky Crawlers.
