No. I recorded this on an unmodified v1.21 Crysis installation. At the time this video was recorded v1.21 was the latest patch.

It greatly increases your swim speed.
Pressing two directions key while swimming makes you swim faster.
If you also look upwards, you will swim even faster.

I'm not familiar with the HL1 engine. The trick involves draining suit energy to <20, jumping, and then combining rotation with strafing.
