@dblueroom Thank you for commenting. Yes, this is essentially a circle skirt with a Poodle on it. Although I used a pattern in the video, it can be made without a pattern too. The other subtle differences are the Velcro as the closure, or instead of a zipper or a button, and the Poodle was attached using a double sided fusible interfacing, and it didn't need hemming since it's felt. @Evange Thanks for commenting Evange. Yes. In the 1950's Poodle Skirts were made of felt, and still are today. It made it easy to apply Poodles or whatever. Also the advantage of no hem, and in this example using valcro for a quick costume.
