She is explaining how a basic major chord is made from the 1st, 3rd and 5th notes of the scale. For example a G chord is made up of the notes G B and D from the G scale (G, A, B, C#. D, E, F#, G). And, you can use those notes when you are fingerpicking to get different sounds.
