1.Rock pokemons in E4 need to be beat by Victreebel...

2.Nidorino at lvl 53 is learning Horn Drill,very powerfull attack.

@Dearkan one of the islands, i think maybe 2 and if you to the northernmost part of it there will be a house and you go inside and talk to the creepy lady and she will teach your starter pokemon a pretty intense move, in this case itwas hydro cannon...you're welcome
