In Super Street Fighter 2 Turbo: HD Remix, there's something called the Dip Switch settings. It allows you to adjust certain aspects of the game. In it, there's an option to adjust Old Ryu and Old Ken's Hurricane Kick.
The options are: Default, 50%, and 0%.
What's that mean? I dunno. Just thought it was interesting.
I also thought it was interesting that Damdai didn't do it with Old Ken. D:

The hurricane kick nonsense happens because it hits on the first frame. Blocking doesn't happen until after the opponent performs a move, so what happens is the hurricane kick connects at the exact same time as the opponent enters their blocking animation.
The game processes a random player first on each frame. If Ryu is processed first then his kick hits the opponent before their blocking state is processed, resulting in an unblockable 50% of the time.
@SprintGod Then couldn't this work with ken's air hurricane, gief's lariats, and akuma's shoryuken since they all hit on the first frame as well? (these are all of the moves that hit on first frame in the game)
Apparently HDR Dip Switch settings have a list of moves in ST that have a 50% chance of being unblockable on the first frame.
This works on O. Ryu's Air Tatsu, O. Ken's Air Tatsu, Akuma's Air Tatsu, Blanka's Horizontal Ball, Blanka's Vertical Ball etc (according to the HDR Dip Switch settings).
Got this info from a post on SRK regarding this video.

@GunterJPN Someone would have to do an in-depth analysis of the game's random number generation in order to come up with specific probabilities for a hit or non-hit.
Maybe Player 1 is at an advantage when attempting to do this, who knows.

He gave an in-depth explanation of how "the hurricane nonsense happens" and declared it an unblockable 50% of the time giving the processing of the character as the reason for it to be 50%. Either it's 50% and it's not because of the character being processed, it is 50% because the processing is 50/50, or it IS random and it isn't 50% - it's random. It can't be 50% for the REASON that the processing is random. that's all I'm saying

That's like establishing, given the situation that I could either be at work or at home, and there are no other choices, saying "My decision will be totally random, resulting in me being at home 50% of the time." I disagree with that logic. There is a 50% probability, yes. But I will not be guaranteed to BE there 50% of the time though.
Probability isn't the question. RESULT is. SprintGod is declaring that the unblockable will happen 50% of the time. That is incorrect. It may, it may not. There is a 50% chance (probability) that the unblockable will happen, if his reason is true (random processing), because there are only two choices. But the 50% result he is declaring is not a given simply because of the random processing. I could try it 5 times and get it every time, if the computer processes my Ryu first.

I agree that the probability for each outcome (blockable or unblockable) might not be a perfect 50% chance, depending on how the randomization works. (I don't know the exact implementation the game uses)
If the player priority is swapped each frame, it would be a perfect 50% probability. With a flawed rng algorithm, it may be 70% for Pl.1 and 30% for Pl.2.
@redefn199 Gunter is saying that although probability is 50% you won't notice those results in a short match like this. You would need hundreds or thousands of matches before you see it get close to 50%...assuming the RNG is decent. Of course, with the way Capcom does their "random" selects on the character screen I kinda doubt it.

@SpiderWaffle Blanka's nj.HP can be unblockable in WW, but it was fixed in CE. Comparing them in slow motion, they seem to have added a frame of startup to the move. It still *looks* the same, but it doesn't actually hit until a frame later.
So the obvious guess on how it works would be that either the hitbox comes out before the block box, or the spacing somehow causes the block box to miss entirely. Either way, that seems really weird.
I wonder if Damdai like HSF2 with all the versions of everyone there. I mean I personally think CE Bison is broken ASS FUCK but I like it none the less.
@fadecy watch sirlin's beginner tutorial part 2 on youtube. ST has them, Anniversary Edition lets you choose every SF2 version, HDR has them in the classic game only.
@fadecy it works on SSF2 Turbo, what you need to is, at the instant u select the char, you press up,down,down,up and LP. You will hear Ryu say Haoudken!, or Sagat say Tiger!. Depends on the character, but you just press those inputs. You will notice that you dont have super or tech throw
@fadecy as they said.... Anniversary gives you the direct choice under the character portrait. Otherwise as far as I am aware ST is the only other version that allows you "A" choice to be "NEW" (which is the updated roster) or "OLD" (which is the previous version). To use the "OLD" version a code must be entered that is specific to each character. *Not a Expert*
