When I watched this as a child I always wondered what on earth was happening to Thomas at the end of the episode. Why on the heck are there so many workmen around him.

I've noticed a few goofs in this episode:

-When Thomas' driver says "Rubbish, we've been along here hundreds of times" the brim of his cap is falling off.

-The words "Regular Law Breaker" were already written before Ringo said the policeman writes it.

-When Thomas puffs sadly away from the cop, Clarabel is facing forwards.

Still, it's one of my favorite episodes in the series! :)

The old constable bent the rules because he knew that Thomas was very careful and always announced his presence by whistling, alerting any people and animals to avoid the line until he'd passed. The new constable didn't understand. Silly man.

@ZeldaTheSwordsman and most likely the old constable was nearing the end of his carrer and didnt want to fill in the paper work. On Thomas's side, I know of many railways that run along and on roads that do not have cow catchers fitted
