he's right. The lowering phase of the lift is the most productive, couse u can lower a lot more weight than u can lift it. That's why it's effektive !
you should use light weights and many reps if you want to tone your muscles, but use heavy weights with low reps if you want to build muscles. but if you are kids don't use too heavy weights because it will decrease your felxibility over time
