Did some one change rules? I believe there still rule of one feet on the floor. That should prevent intentional jumps with 2 feet in the air.

In ballroom dancing only lifts are forbidden. To the best of my knowledge, jumps have been allowed for a very long time in the Latin dances, both in Hungary and in international competitions. If the dancer jumps with the help of a partner, that would be considered a lift and is not allowed, but I did not see any of that in this video.

the song's name is "runaround sue"...you'll find 2 versions: the older one is by bill haley and the modern one used in the video is by matze MC and the unknown stern...

by the way: for me, the most attractive choreography is performed by the couple starting at 04'10'' :-)
