To be a total nerd about it, when a cartoon series starts they have character models of people to possibly use. They use it to test out how people react to possible new characters.

One of the people who worked on the show had a picture of Emmit and asked to use him. He's a sight gag and you are supposed to count the number of times he appears in every episode. The number is shown in the end credits of each episode.
