If you live in Belgium (or know a lot of foreign politics) you recognize the second layer. It is about the two counties in Belgium (Flanders and Wallonie) There's some friction between the two counties (because they speak dutch in Flanders, and french in Wallonie) there's a lot of history of problems between the two counties.
