Even though Koko was on jobber status during his time in the wwe doesnt mean he isn't a legend. Koko was a great wrestler and had great charisma. Some of the biggest legends in wwe histery never won a title in wwe. Look at Jake the snake robert who is a legend and never won a title. The Brooklyn Brawler is the poster child for jobbers as far as I am concerned.

It was part of the personality... Horowitz's Character would congratulate himself for being awesome... and would gloat when he got the slightest advantage. Just made the crowd that much more riled up. Horowitz and Brawler were the best two Put-Over guys at the time...  Iron Mike Sharpe was a good one too. They could always put up a fight and get the crowd into it.
