with a new retail copy, yes. but after that i assume it'll not be free. the cerberus network is simply a DLC pipeline the developers through which the content is distributed. however, it also serves as a means to circumvent the massive loss in revenue the game will surely generate in used sales at over-priced game shops like Gamestop.

If you liked F3, which I loved as well, you probably loved the speech options, you have an extremely similar system in ME. You still have "bad" and "evil" routes and ME has a great story. It might not offer the freedom and length of Fallout but the game tends to feel like a movie due to how well built it is. As an rpg fan I would recommend AT LEAST renting the game and playing through it. But due to the apparent dlc attention this game will receive, buying a copy seems like a solid choice.
