You are rather wrong there... Against smaller ships like friggates and destroyers and so on the best range is 10 KM as you uncloak shoot hit them with 3000 Damage (With good skills and T2 shit) And insta kill them befor they have time to react.. At 80 Km however they will have time to warp away befor your cruises hits them, If you are shure about yourself you can even go agaisnt cruisers this way. Ive been there done that.
