i just had a six month battle trying to fix this problem. this also applies to flooding when idling and stuttering at 2 to 4k rpm, after long investigation i have found a definitive cure ,the problem is faulty 'o' rings on the float needle seat, you cannot buy them separately, kawasaki supply a kit which includes needle seat needle filter and 'o' ring each carb costs just over £47 seems to me it might be cheaper in the long run to have some screw in seats made and cure it permanently
did you ever sort this issues out. i have a similar issue but on a different ZX . i have been working on the issue for a year now. my current theory is it actually to lean after modding the the bike
iam working on mine is it running rich and blowing fuel out if so your float jets are bad as mine were.replace them and clean out the carbs including the air flow jets...
Check your Ram air system sometimes the small rubber hoses are stuck between wires etc. Check under your headlight thats where the hoses start. Otherwise try fuel cleaner and check ever spark plug one by one if they work.
Check fresh fuel. Good plugs and Ht. Battery conditon and connections. MY best guess is carb diagrapms or fuel starvation. You need a good carb strip and balance. I tried several long explanations but no room!

First thing I'd check was a kinked fuel line. Sometime when placing the tank on the bike the line kinks. Then I'd clean the carbs.

Mine went like your and I found a kinked fuel line. Replace with OEM and it fine now
