14 inches at 14 years of age is amazing. How big are they unflexed? If you measure your arms unflexed and flexed, you will know how much your biceps expand when you flex.

Your bicep is not well develop, that's probably 70% fat on your arm. I could barely see your tricep and your bicep is no where close to develop.
