Mate, they just change the aperture of the camera to cause that effect. Its quite common in horror movies where the subject stays at the center, seemingly unmoved, whilst the background appears to move.
Amazing the way they get the background to zoom without zooming in on the subject at 1:56. To do that without greenscreen is incredible! And the way the distance from the buildings changes throughout and the light is always on his right despite going from morning to night. Very clever stuff!

Why don't you go and find a plausible conspiracy theory? that kind of zoom is achieved by moving the camera forward while zooming out. they just did it very slowly to make it more subtle.
