After Ultimecia's defeat the heroes had to go back to their own time by force of will. Squall got lost and ended up in the wrong time and couldn't find Rinoa, who'd gone back closer to the right time. But then she focused on finding him, as opposed to their meeting place/time and found him again, and took them both back to when/where they were supposed to be.

The creepy stuff is the part of his life flashing before his eyes where his mind is no longer functioning properly. There are those who say he didn't die, but they haven't been paying attention the entire game and just look at the post-credits "logo" as their only "evidence." When, if you look at the actual scene, Squall isn't on that balcony.
@TheCeejReturns if he couldnt have died in the previous battle cz it makes no sense at all. i dont think he ever died but if i was he type to say he died at the end of disk one, that would mean that rinoa died as well becuase at 4:23 it shows rinoa's space suit glass shattering becuz squall never did save her an dher oxygen had run out and at the end, they r both happy and alive.

It WAS pretty confusing, but I think it's easier to understand when you've been where the characters are emotionally. Just like any story. Play it again, but try to see where they're coming from. Pay attention to everything that happens. I know that's hard in a 60-hour story, but it'll shed some light on things.

If she goes to the missle base you wont get that scene. The next time is a flash of that scene during Time Compression. Occurs no matter what. The last time she's on the balcony, following all the credits, will also occur no matter what.
