Biteofdog, she wasn't saying that people are staying for fear of being repremanded for looting. Some people don't leave because they don't want THEIR homes looted.

However, I do this Nancy Grace is a class-A dumbass. She seems to think that it's really easy to evacuate, but it's really expensive and hard to do, especially if you have pets. There's also a huge chance that you'll just end up stuck in traffic instead of being able to go anywhere because the interstates get backed up.
