This really isn't showing force. There have been plenty of instances where I have seen many many more than that all in a row with sirens and lights.

you don't let the sirens ride because its not safe, not because we are lazy. You got 2 or 3 cars headed into the same intersection from different directions, everyone who is playing COPS: Kansas City has their Priority tone blasting, and they wash each other out and run the risk of collidiing. Its not because we are lazy, its because you can't hear shit

Thats because their to lazy to just put a Steady Siren on such as the Yelp,wail, or high-low, they like using Manual, as what you heard there. The NYPD uses a very nice siren system but that tone is kind of annoying.
