1. get a shiny Eevee (1/8192 wild and breed or use Masuda method: f. exs: 1 American Eevee and a japanese ditto will increase rate to 1/2048 when breeding these two).

2,1 Increase happines: Give it 11 carbos to increase happines and give it 110 speed EV.

2,2 Give it 11 "Tomato Berry" to increase the happines more and Remove the given 110 speed EV's

3. Evolve: I suggest cloning first, but just level it up at night to get a shiny umbreon (or at day if you want Espeon).

well, i think that the pokemon "Eevee" is like a hidden refrence to IV's and EV's. because, when you think about it, most of the people in the show, or games HAVE NO REFRENCES TO EV's or IV's WHATSOEVER. and plus, Eevee is good for EV training. :D rock on nintendo.
