It's likely that Obama is both more charismatic and more intelligent than Bush and that his charisma could further enhance the perception of his intelligence. As a statesman, Bush at the very least should have been able to read a speech and be able to articulate his thoughts. Letterman and his team have focused on Bush's buffoonery here rather than the numerous examples in which he freezes or misuses the English language in front of a camera
