The reason they couldn't raise private capital was because venture capitalists knew it would FAIL, and Obama's admin rushed it through (his first loan) although the analysis showed it wasn't viable, which was the reason the Bush admin didn't advance the loan process. Additionally, Obama's admin renegotiated the deal as they tax payers would get reimbursed last and the lowest interest rate available. Immoral, unethical, and shameful.
