The "Claus" you encounter later in the game is a manifestation of Lucas' memories or some shit.

The REAL REAL reason they don't let you use Claus is because he's considered to be dead in Chapter 1 and you don't find out that he's the masked man until chapter 8, right before you have to kill him.

Actually, I think hhe could be any level.

I think the game designers didn't really bothered to make a "Status path" for claus, as its pretty much of impossible to level him up without hacks, so they just set something to : All stats increase 0, or something like it. After all, you are supposed to use him only once, to a battle that don't give you enought experience for nothing.... Why waste time making an evolution map?
