@musictaps - it does stem from buffalo but it was a popular step from Shea Theater in Buffalo. I Believe that Pat Rooney was the one of the first to use it regularly and make it popular in the late 1800's. :O)
With this move, when it's done faster you don't actually stand on the toes, but just touch them to the floor quickly. As for standing on toes in general I find it mostly depends on the shoe versus some special skill.
Absolutely. I remember having patent leather shoes as a kid and they just wouldn't support a toe stand. As soon as I got a "regular" pair of shoes I could do them easily.

@lynntofu I couldn't do it till I got split soles. Literally got them last week. Made all the difference in the world
