yes he is. in Sonic battle he was faster and in Sonic Adventure 2: Battle in multiplayer if you raced completely even with Sonic and Shadow, Shadow won because he was faster. Also, in Sonic X they said he was faster because of his air shoes. Sonic might use speed shoes,but shadow has the same just with a boost of air. therefore, he is faster.
